Iowa School Psychologist Continuing Education Requirements

School Psychology Licensure & Renewal Requirements

Iowa School Psychologist Continuing Education Requirements

Iowa school psychologists are licensed through the Iowa Board of Educational Examiners under a Professional Service License. The standard Professional Service License is valid for five years and generally requires four renewal credits. School psychologists who hold a specialist's or doctoral degree need only two renewal credits.

Important: Iowa school psychologists generally renew a five-year Professional Service License with 4 approved renewal credits. However, an applicant who also holds a specialist's or doctoral degree needs only 2 renewal credits. Iowa also requires a valid state-approved child abuse training certificate at renewal.

Iowa Professional Service License

Iowa classifies school psychologists as professional service personnel.

The Professional Service License category also includes school counselors, school social workers, speech-language pathologists, school audiologists, and certain special education administrators.

The standard Professional Service License is valid for five years.

Four Renewal Credits

Under Iowa's current renewal rules, a Professional Service License normally requires 4 renewal credits.

Renewal credits may be earned through qualifying college coursework or through licensure-renewal courses and activities approved under Iowa Board of Educational Examiners guidelines.

Renewal activities must generally be completed during the term of the license when the license is renewed before expiration.

School Psychologists With a Specialist's or Doctoral Degree

Iowa has an important reduced-credit rule for Professional Service License holders who have an advanced degree.

If you hold a specialist's or doctoral degree: Iowa requires only 2 renewal credits rather than the usual 4 credits required for a Professional Service License.

This is particularly relevant to school psychologists because many school psychology preparation programs award an Ed.S., Psy.S., specialist-level degree, or doctorate.

How Can Iowa Renewal Credits Be Earned?

Iowa identifies several ways to earn approved renewal credit.

College or University Coursework

One renewal credit may be earned for each semester hour of qualifying college credit related to education or an endorsement area.

Coursework should be completed through an appropriately accredited institution.

Approved Renewal Activities

Renewal credits may also be earned through licensure renewal courses or professional activities approved under guidelines established by the Iowa Board of Educational Examiners.

Individualized Professional Development Plan

Iowa also allows part of the renewal requirement to be met through successful completion of an individualized professional development plan.

The plan must be verified by the educator's supervising licensed evaluator.

Up to One-Half of the Renewal Requirement

Iowa permits one-half of the required renewal credits to be earned through successful completion of an approved individualized professional development plan.

Iowa Child Abuse Training Requirement

Every Iowa license-renewal applicant must provide a valid certificate of child abuse training approved by the Iowa Department of Health and Human Services.

Iowa rules provide limited waiver options for circumstances such as military service, undue hardship, practicing a licensed profession outside Iowa, or another circumstance that prevents completion.

Important: This training requirement is separate from the renewal-credit total. School psychologists should make sure the state-approved training certificate is current when applying for renewal.

When Must Renewal Credits Be Earned?

If an Iowa license is renewed on or before its expiration date, renewal credits are acceptable when they were earned during the term of the license being renewed.

If the license has already expired, qualifying renewal credits must generally have been completed during the five years immediately before the renewal application.

Iowa allows a renewal application to be submitted no earlier than one year before the license expires.

Iowa School Psychologist Endorsement

The Iowa School Psychologist endorsement authorizes the holder to serve as a school psychologist with students from birth through age 21, subject to applicable Iowa special education age provisions.

Iowa recognizes graduate preparation meeting school psychology standards and historically has explicitly recognized programs approved by the National Association of School Psychologists or the American Psychological Association.

NCSP and Initial Iowa School Psychologist Licensure

Iowa has specifically recognized the Nationally Certified School Psychologist (NCSP) credential within its school psychologist preparation and endorsement requirements.

A current NCSP can therefore be highly relevant to an applicant seeking an Iowa School Psychologist endorsement.

Important distinction: NCSP recognition for initial School Psychologist endorsement should not be confused with Iowa license renewal. Current Iowa renewal rules require the applicable Professional Service License renewal credits; I did not find a current rule stating that the NCSP automatically replaces those renewal credits.

Do NASP-Approved Courses Count in Iowa?

NASP-approved professional development is directly relevant to maintaining the NCSP and to professional school psychology practice.

For direct Iowa Board of Educational Examiners renewal credit, however, Iowa requires the course or activity to qualify under the Board's approved renewal-credit guidelines.

Therefore, NASP Approved Provider status by itself should not be described as automatically generating an Iowa licensure-renewal credit.

Qualifying courses may be used toward applicable NCSP continuing professional development requirements.

Iowa school psychologists wishing to apply an individual course directly toward Iowa Professional Service License renewal should confirm that the activity qualifies for an approved Iowa renewal credit under current Board of Educational Examiners guidelines.

Can Online Continuing Education Count in Iowa?

Online professional development can be useful for Iowa school psychologists, but delivery format alone does not determine whether it produces an Iowa renewal credit.

NCSP CPD
Qualifying NASP-approved online professional development may count toward NCSP renewal under current NASP rules
College Credit
Qualifying online college coursework may count when it results in applicable semester credit from an appropriately accredited institution
Iowa Renewal Activity
A non-credit online course must qualify under Iowa Board of Educational Examiners renewal-course or activity guidelines before it is relied upon for direct state renewal credit

School Psychologist License vs. Iowa Psychologist License

Iowa's Professional Service License for school psychologists is different from an Iowa professional license to practice independently as a psychologist.

A separately licensed Iowa psychologist follows continuing education rules administered through Iowa's professional licensing system rather than the Board of Educational Examiners.

Do not combine these requirements: The Professional Service License renewal rules described on this page apply to Iowa school-based School Psychologist licensure. A person who separately holds an Iowa psychologist license must also follow the requirements for that professional license.

If You Also Hold an Iowa Psychologist License

Iowa licensed psychologists currently complete 40 hours of continuing education during each two-year compliance period.

Psychology licensees also have specific required-topic rules, including six hours in designated law, ethics, or risk-management topics during applicable renewal periods.

These requirements apply to the separate psychologist license and are not the renewal requirements for the Iowa School Psychologist Professional Service License.

School Psychologist Professional Service License
4 renewal credits every 5 years
School Psychologist With Specialist's/Doctoral Degree
2 renewal credits every 5 years

Also Maintaining Your NCSP?

Iowa recognizes the NCSP within its school psychologist preparation and endorsement framework, but Iowa Professional Service License renewal and NCSP renewal remain separate processes.

School psychologists maintaining both credentials should track their Iowa renewal credits and NASP CPD requirements separately.
