Does New York Require CTLE for School Psychologists?

No. New York's Continuing Teacher and Leader Education requirement does not apply to educators who hold a certificate in the Pupil Personnel Services category, including School Psychologists.

NYSED specifically lists School Attendance Teachers, School Counselors, School Psychologists, School Social Workers, School Dental Hygiene Teachers, and School Nurse Teachers as examples of Pupil Personnel Services professionals who are not subject to the CTLE requirement.

This is important because the 100-hour CTLE requirement every five years is frequently associated with New York educator certification but applies to designated Professional classroom teaching and educational leadership certificates, not the School Psychologist PPS credential.

COMMON POINT OF CONFUSION

Why You May See a 100-Hour New York CE Requirement Online

New York requires many Professional classroom teachers and educational leaders to complete 100 hours of acceptable CTLE during each five-year registration period. That requirement is not universal across all education credentials.

Professional Teachers Generally subject to the 100-hour CTLE requirement when practicing under an applicable Professional teaching certificate.
Educational Leaders Certain Professional educational leadership certificate holders are also subject to registration and CTLE.
School Psychologists School Psychologist PPS certificate holders are specifically excluded from the CTLE requirement.
PROFESSIONAL DEVELOPMENT

Can New York School Psychologists Still Take Continuing Education?

Yes. The absence of a state CTLE requirement does not prevent New York school psychologists from participating in continuing education and professional development.

School psychologists may complete professional development for district requirements, employer expectations, professional growth, specialty credentials, or national certification.

Individuals who hold the Nationally Certified School Psychologist (NCSP) credential must separately satisfy NASP's continuing professional development requirements to maintain that national certification.

Why Take CE?

NCSP Renewal Separate NASP requirements may apply
Employer Requirements Districts may establish professional learning expectations
Professional Growth Assessment, ethics, behavior, mental health, and more
NASP-APPROVED PROFESSIONAL DEVELOPMENT

Can New York School Psychologists Take NASP-Approved Courses?

✓
Yes — NASP-Approved CE Can Support NCSP and Professional Development Needs

Although New York does not require CTLE for the School Psychologist PPS certificate, school psychologists may still complete NASP-approved continuing education for professional development and applicable NCSP requirements.

NASP-approved professional development can be particularly useful for New York school psychologists who also hold the Nationally Certified School Psychologist credential or who need professional development for other purposes.

IMPORTANT DISTINCTION

NY Licensed Psychologist CE Requirements for School Psychologists

New York's School Psychologist PPS certificate and New York psychologist licensure are separate credentials.

A person who is also licensed and registered as a New York Licensed Psychologist is subject to separate psychology continuing education requirements.

Licensed psychologists generally must complete 36 hours of approved continuing education during each three-year registration period, including at least 3 hours in professional ethics.

For registration periods beginning on or after April 1, 2023, licensed psychologists must also complete 3 hours addressing appropriate professional boundaries. These hours count within the 36-hour total.

✓ 36 CE hours every 3 years
✓ Minimum 3 hours in professional ethics
✓ 3 hours in appropriate professional boundaries
✓ Courses must meet NYSED psychology CE requirements
LICENSED PSYCHOLOGISTS

New York Requires NYSED-Approved Psychology CE Providers

This requirement applies to individuals using continuing education to renew a New York Licensed Psychologist registration, not merely to individuals holding a School Psychologist PPS certificate.

Department Approval Required Psychology CE used for New York licensed psychologist renewal must come from a provider approved by the New York State Education Department.
NASP Approval Is Different NASP Approved Provider status alone does not make a provider an NYSED-approved psychology continuing education provider.
Verify Before Enrolling Licensed psychologists should confirm that the provider appears on NYSED's approved psychology provider list before using a course toward state licensure renewal.
