What IDEA requires for Emotional Disturbance

The checklist walks your team through each part of the federal definition so nothing is missed at the eligibility meeting:

  • (A) An inability to learn that cannot be explained by intellectual, sensory or health factors
  • (B) An inability to build or maintain satisfactory relationships with peers and teachers
  • (C) Inappropriate types of behavior or feelings under normal circumstances
  • (D) A general pervasive mood of unhappiness or depression
  • (E) A tendency to develop physical symptoms or fears associated with personal or school problems
  • One or more of the above over a long period of time and to a marked degree
  • Adversely affects educational performance
  • Social maladjustment alone ruled out as the explanation
  • Student needs specially designed instruction

Summary of federal IDEA regulations (34 CFR §300.8(c)(4)). Your state may add criteria or use different terms. Follow state and district procedures.
