Culturally Responsive Psychoeducational Assessment: Addressing Bias and Disproportionality in Special Education

A 4-credit, primarily reading-based course examining cultural and linguistic considerations in psychoeducational assessment, racial and ethnic disproportionality, assessment bias, and equitable eligibility decision-making for psychologists working in schools.

Course Overview

Through guided readings and applied psychoeducational assessment cases, participants examine how culture, language, educational opportunity, and assessment practices influence special education identification. Using the 2024 Institute of Education Sciences report, Appropriate Identification of Children with Disabilities for IDEA Services: A Report from Recent National Estimates, the course explores disproportionality, cognitive testing limitations, behavioral and social-emotional assessment bias, and comprehensive eligibility determination. Participants learn to integrate multiple sources of evidence, consider alternative explanations for student performance, and develop culturally responsive assessment recommendations.

📊 Disproportionality & Identification

Interpret identification patterns, racial and ethnic disparities, risk ratios, and district practices affecting equitable special education identification.

🧠 Culturally Responsive Assessment

Examine language proficiency, cognitive testing validity, normative representation, behavioral rating scales, and cultural influences on assessment interpretation.

📋 Equitable Eligibility Decisions

Integrate assessment findings, educational history, intervention data, and exclusionary considerations through complex school-based case analyses.

Course Format

This 4-credit course includes six self-paced lessons with assigned professional readings, interactive application activities, three extended psychoeducational assessment case studies, and a 24-question final assessment. Activities emphasize data interpretation, culturally responsive evaluation, professional judgment, and evidence-based eligibility decision-making.
